I don't think it matters what kind of wash blue or otherwise if the sprayer hole freezes over and caked up with snow preventing the washer to hit the windshield. So, if that what the poster meant, I concur. (This happened to me last night actually!)

If you add a bottle of rubbing alcohol it lowers the freezing temperature. Then top off with windshield washer fluid.
