No not at all. The terrorists aim is obviously to bring terror and fear into the minds of the general public. A single terror attack regardless of the scale will do that for weeks, months even years.
Now if America drops a load of bombs on a terrorist camp say in Afghanistan then it doesnt really bring any fear or terror into the minds of the terrorist as they expect that to happen.

So you are saying the Jedi/rebels are the terrorists and the Empire is America. In that case there is a flaw in your comparison in that you are saying the terrorists were right but if thats your opinion then you are entitled to it.
