That's because other countries actually stick by the inspection process. Just because americans are too arrogant and have the feeling that they are better than everyone else, doesn't mean the whole world does the same. Do your research before you talk about something you don't know anything about!

Why do they call it a SPILL if its out there gushing from a hole in a pipe?
They drilled into an oil volcano. Its not a 'spill', its a fricken ERUPTION!
