X says Obama has driven me to a financial status that I can't tip delivery drivers if there's is a delivery charge anymore. Sorry guys, but minimum wage should be $10/hr soon so you'll be fine.

In most cases that delivery charge does NOT go to the driver. It goes to the restaurant chain for things like insurance. If you do not want to tip the drivers who are using their own vehicle (with all the wear and tear on their vehicle along with the cost of gas) to deliver your food, then you should go pick up your own pizza in your own car.
